Generally try to match a bait to hook size, eg a 15mm pop-up for example is best on a size 4 to an 8 hook, you would not use a single maggot or grain of corn. For that, you would go down to say a 14-18 for example.

Yes, but this is based on the hook, as the gauge of wire the hook is made from will vary depending on the pattern and size. So larger hooker with a thicker wire will be stronger.

Why does the strength of the hooklength have to match the breaking strain of my mainline?

Generally speaking no, however, this depends on the set up. On a pole, or whip the hook length should be a lighter breaking strain to the mainline. On a rod and reel your hook can be stepped up in carp fishing, but in float, and feeder fishing you would often step it down again lighter than the mainline to avoid damage to the rod.
