The best hats for winter will be the one that offers you the best thermal protection from the cold when temperatures plummet. However, on other days, a cap may be ample enough if it's bright to protect you from the sun or if it's raining.

Do any hats offer protection from the rain?

Some caps are waxed, to offer protection from the rain, but most will not be waterproof or shower resistant.
